Local GitLab CI runner dry-run execution & DAG pipeline stage profiler

Provide a native CLI command (`gitlab-ci local`) to test `.gitlab-ci.yml` pipelines locally in Docker before pushing commits, plus flamegraph timing for slow CI stages.
